Jeanne was born on August 4, 1964 at St. Mary's Hospital in Leonardtown. She was a wonderful woman with a loving heart and a strong will. Her bond to her family was strong and carried on as she began her own family with George Raley Payne, Jr. of Compton whom she married on March 7, 1987. Jeanne and George were blessed with two children Lauren Jean Payne and Darren Ryan Payne, both bringing joy and love into her life and giving her strength. Her family was the center of her life. Lauren and Darren's accomplishments gave her a sense of pride that could be seen often as she spoke of her children. Jeanne spent her free time scrap booking, camping with her family and anything else challenging that came along. Memories of laughter around the campfire will always be carried on by her friends and family. Her ability to facilitate any task allowed her to quickly move up through the ranks at Patuxent River Naval Air Station. Her final role was as the Director of Civilian Management for the Navy under the Chief of Naval Personnel at the Navy Annex in Washington, D.C. In recent months she received a Special Act Award for performing her duties above and beyond during her treatments for cancer.
