Duff, Lester and the rest of Phil’s family, I am so saddened to hear of Phil’s death. He was always a joy to talk to, and to be around. Now, he has his voice again, and will sing with the Angels. Rest in Peace Phil, you will be missed by many.
We didn’t know Philip but every day when we drove by and he was sitting on the porch we would honk and wave and ge would wave back
We will miss that

Bonnie Cheseldine
I am so sorry to read of the passing of Phil. He was always someone who was welcoming, friendly, and an asset to his family and community. Duff, and family, please accept my condolences for your great loss.
Dear Duff and family: My deepest sorrow is extended to you and your family over the loss of a dear friend. Phil was a true community leader and I will never forget the support both of you had given to the St. Clement’s Island Museum and anyone who needed your help.
Mrs. Bailey, We are very sorry to hear about your husband. He was certainly a character and liked to make people laugh. Take care.
Duff, Lester & Kaye, Michael & Jan & Family,
I may be just a bit partial but I truly believe that God has a special place for Phil as a reward for all the wonderful things he did before he got sick. He was instrumental in starting project graduation many years ago, worked for ACTS tirelessly and delivered so much medical equipment to so many in need and of course he was a prominent member of the Seventh District Optimist Club which is an elite club that does so much for the community and has since it’s inception so many years ago. Phil was a good person and always willing to help whenever needed. I so hope that everyone will remember him as a person who truly cared about people in the Seventh District and beyond and not as he was when he got ill. He was also a lot of fun, cantankerous at times, was proud of and loved his family dearly. May Phil rest in peace and his memories last forever. May God bless Phil and all of his family.
To the Duff and Lester and Michael and the rest of the Bailey Family. Sorry to hear of Phil’s passing may he rest in peace. I’m sure he is up there having a cold one God rest his sole. It was a pleasure to work for him at DJ’s One Stop Shop all those years ago. May you all find comfort in your memories.
You are in my thoughts and prayers.
