Randy Payne, Sr.
June 28, 1960 ~ January 4, 2025
It is with heavy hearts, that we, as a family, announce the sudden passing of Randolph Eugene “Randy” Payne, Sr., 64, of Mechanicsville, MD, on January 4, 2025. Born on June 28, 1960, he was the beloved son of the late Lawrence Eugene Payne and the late Margaret Marie Simmons.
As a small child, Randy was raised in Morningside, Washington D.C. In his youth, he moved with his family to Chaptico, MD. His love of St. Mary’s County had begun and never wavered. Countless bonds of love, friendship, and brotherhood were forged that will certainly last a lifetime. Randy graduated from Chopticon High School with the class of 1978. In the years since, he attended multiple class reunions with excitement for being able to catch up with everyone.
Randy proudly served in the United States Air Force with the determination to learn and attain the highest level of excellence. He openly displayed his awards and achievements from this time with the hope of inspiring patriotism and dedication to quality craftsmanship from future tradesman. As a master welder and custom metal fabricator, Randy’s talent and skill will continue to be known far and wide. For more than 46 years, Randy’s knowledge of metallurgical science was instrumental to his career working in multiple industries, including air and ground transportation, as well as marine and automotive performance.
A loving and devoted family man, Randy was always on the move for his crew. As a father, grandfather, and great-grandfather, our “Pop Pop” was the man.
Randy is survived by his partner, Kathy Boswell, his sister, Marsha Fleegle (Rodney Sr.), his son, Randolph Eugene Payne Jr. (Jennifer), his daughters, Stephanie Jo Payne (Paul) and Amanda Jo Fringer (David III), as well as 11 grandchildren and four great-grandchildren.
The family will receive friends on Monday, January 27, 2025, from 5:00 PM to 8:00 PM at the Hollywood Volunteer Fire Department, Hollywood, MD, where a funeral service will be held on Tuesday, January 28, 2025, at 11:00 AM with Pastor Paul Goodwin officiating. Interment will follow at Maryland Veterans Cemetery, Cheltenham, MD. Serving as pallbearers Joseph Nelson III, Randy Payne III, Lucas Nelson, James Morgan,
Chris Cain, David Fringer IV, Ryan Bailey, and Chad Burch. Honorary Pallbearers are Jamie Tennyson, Harold Pilkerton, Johnny Burch, Billy Combs, Jimmy Knott, Joe Knott, Francis Hall.

Randy has been in our family for several years now and we enjoyed spending time with him. He was a good, decent and caring man and a true Southern Gentleman. Losing Randy was a an enormous loss for his family and also for ours. Deepest sympathy to all from the Boswell & Hall Family.
Randy say hi to my mom and dad in Heaven. I will miss you giving me a hard time at work and vice versa. This was sad to see you left us so soon but I guess God wanted you in heaven to do some welding.

We’ve both lost our dad’s way too soon and the love and memories keep them alive forever deep our souls. When feeling low, remember the moments of joy you shared being with him. I am so sad to hear about the passing of Mr. Randy Payne. I met him through a mutual friend at The Gear Box. A day wouldn’t go by that he wouldn’t stop in with a friendly smile, a story to tell or a joke to share. He will truly be missed.
What a huge loss to many! Randy was such a great guy, always had something funny to say! We’ve been friends for many years, I’ll forever remember the time he was showing our kids at the marina how to put a hard crab to sleep… well, he reached in the net grabbed the crab which obviously wasn’t ready for sleep…. it pinched Randy’s hand and drew blood! Those kids laughed SO hard…..as did everyone else, especially Mr Frank! Good times and memories, forever in our hearts. Prayers to Family and all the many Friends. This one is hard for many!

Randy, we cried when we heard of your passing. It’s still not real and probably never will be. Wonderful memories of of coming by your shop, intending to stay for just a few minutes, always turned into hours, listening to your latest stories, seeing the many projects you were always working on, hearing you talk about your next projects. You never were too busy to listen, always willing to do a little side project for someone. Your work was excellent and your mind was always working out complicated details for something you were building. The magnitude and size of a project was never a deterring factor in making a decision as to accepting the challenge. Tony was always soooooo impressed with your mechanical skills and knowledge. He enjoyed working with you and always had a story to tell after being with you. Your dreams always included your family. You always carried yourself proudly- and you should have – because everyone who met you knew you to be good and honorable man. We are proud to have known you. We will miss you forever.

It feels like I knew Randy for my whole life, because I pretty much did. I have a very old memory from our childhood, one of those kinds of memories that are scant, but come to you every now and then. This memory is from when we were children, growing up in P.G. County. We could only have been maybe six or seven years old. Our fathers knew one another, both being in the construction business, my dad was a plumber, and Mr. Payne was a mason, I believe. We lived in Forestville and they lived in nearby Morningside. My faint and quick memory is when our families just happened to go for ice cream at the soft-serve stand at the same time, I believe it was in Marlow Heights, could have been Morningside, I could be off a bit after these 60 years or so..anyhow, I remember our fathers greeting one another and standing around to talk, while we kids talked about kid stuff, I guess, as we stood eating our soft-serve ice cream cones. It was several years later, after my family moved to St. Mary’s County and the Payne family moved also, when I met Randy again, in school. We remained friends throughout our years in school and graduated from Chopticon High School together in 1978. Randy was always good for a laugh, as was I, and we sometimes were asked by our teachers to settle down! Quite often. Imagine that.
We would see one another when I had my restaurant, Smokey Joe’s and he was on base and would stop in for lunch. As always, a lively conversation we would have.
Sorry to see you go, godspeed, and I’ll see you on the other side, dear friend.
